HOPS History The Harvesting Opportunity Permit Scheme (Great Britain) – or HOPS (GB) – was founded in 1989 as a department of the National Federation of Young Farmers’ Clubs (NFYFC) England & Wales. Its primary aim was to provide youth experience to students from Eastern Europe through work placements with UK employers in the agriculture and horticulture industries. HOPS (GB) became a vital source of labour for the employers it worked with, and by 2004 it became clear that providing labour was its primary function. HOPS (GB) became HOPS Labour Solutions in 2005 to better reflect its role as a labour provider. In 2010 the HOPS department of NFYFC was incorporated into HOPS Labour Solutions Limited to provide the business with a more suitable structure and facilitate the opening of a branch office in Poland. HOPS (Poland) Sp. z.o.o. was founded in June 2010 to manage and oversee part of the recruitment. HOPS Labour Solutions Limited is wholly owned by NFYFC and is based at the NFYFC headquarters at Stoneleigh Park. HOPS is licensed to recruit labour for agriculture by the Gangmasters Licensing Authority. During 2011, with the imminent cessation of the Seasonal Agricultural Workers Scheme at the end of 2013, HOPS developed a welfare-to-work programme on behalf of the Department for Work and Pensions, to place jobseekers into seasonal work. The Education department holds City and Guilds Accreditation and has run schemes in Kent, Worcestershire and Lincolnshire. HOPS Education expanded into apprenticeships during 2014, and this programme continues to grow. HOPS has historically placed skilled workers for its member farms, and a formal Recruitment department was formed in 2013. HOPS Recruitment operates two models of recruitment: a purely online business model, and a competitive bespoke recruitment service. This has been a resounding success, so much so that HOPS has rolled it out to the wider market and redeveloped it to meet these needs. As with the seasonal agricultural labour market, HOPS strives to be a market leader in the field of skilled agricultural and horticultural recruitment.
