HOPS is responsible for recruiting suitable participants to work on the SWP programme.  To recruit potential applicants HOPS uses its own subsidiary company in Poland and third party representatives based in Romania, Bulgaria and Lithuania.

Representatives market positions, conduct presentations, carry out initial candidate preparation and provide advise to applicants throughout the process of making an application and working in the UK.  Representatives also assist HOPS in the processing of applications and arrival co-ordination.  The final say on the offer of a position to an applicant comes from HOPS Ltd in the UK.

HOPS enters into annual agreements with representatives and monitors their activity annually.
